Need your advice

I recently got my xpulse pro and rode only 400 kms till now. Generally I ride solo but yesterday when i was with a pillion the bike wobbles under low rpms. On further research i found the rear tyre is not aligned with mudguard. Hero service center says they have ordered a new swing arm but need your advice is this a chasis bending issue or a swing arm issue
