Day 1 of finding police exploiting rules

Hello everyone I am trying to post images where police is seen exploiting the basic rules for which they stop us and fine (take bribe). You can see here the policemen on the scooty is not wearing helmet and the bolero on the right , both passenger and driver were not wearing a seat belt also. And not to my surprise after 2km there was police checking and they didn't stop these both vehicles.
