What can be done here? #Help

Been out of town for 6 months, and now I see rust on my bike’s pipe 🥲. The bike was started and ridden every two weeks as i asked my friend to do it. so it’s running fine, but i noticed the rust issue. This is my first bike, so I’m not sure. can a service center clean the rust, or does the pipe need replacement? Also, could the rust be due to the rainy season (Nov-Dec in my area)? I’ve heard using a bike cover in monsoon might cause rust issues. Looking for advice on how to fix this and prevent it in the future. Thanks in advance! Please check the images. This is an RC200
