Thoughts on masking number plate ?

I was heading to the office when I heard a loud exhaust from a not-so-great aftermarket setup, revving high. I immediately suspected it was another reckless rider, and what frustrated me even more was the fact that they were doing whatever they wanted while hiding their number plate. I see he had an HSRP plate which he can’t remove , but I've seen plenty of DIO/Activa bikes with fake plates too. It seems like the cops are only vigilant at the start or end of the month. What makes people think it's okay to put their own lives and the lives of others at risk like this?
