Why is this Criminal Negligence Tolerated om Mangaluru?

We live around 8 to 10 kilometres (Kottara Chowki) away from Pachanady Waste dumping yard near Mangalore. Most night for a few hours we get noticeable garbage smell in our apartment, depending on wind direction. I have heard similar stories from residents in Maryhill, Paldane, Kulshekar, Padavinangady and other areas. Isn't this criminal negligence? Smell upto 100 metres of the waste processing yard is understandable, but 10 kilometres away?? Something terribly wrong is going on there and this is going on for many years. Are you getting this garbage smell in your area? What can be done to hold the powers be to account?
