Condition of Mangalore One

I recently visited Mangalore One (near St Aloysius High School) to update my aadhar. I was shocked to see the condition of it. The place stinks like shit. It smells like a person has pooped in the middle of the building. There are no lights (it looks bright because of Night Light of my phone). The roof was broken. Is this what they call smart city?
