Two finger scrolling issues on M1 MBP 16

The entire screen gets stuck when you are trying to scroll with two fingers present on the trackpad and it only starts scrolling when you let go from the trackpad in a flicking motion. I've tried different browsers and it's the same thing. I looked everywhere for a solution and found that it's only an issue when you have the promotion turned on. The problem also goes away if you restart it. I'm trying to to see if someone has a more permanent solution to this.
