Persistent "Access data from other apps" pop-up

Mac mini M4, latest Sequoia update 15.2. Doesn't matter what app it is, most apps are doing this. Doesn't matter which option I choose, allow or don't allow, the pop-up comes back when I restart the app. Is this a known bug? I tried searching.
