    Making an application allowed in safe mode

    Hello, Is there a way to use the terminal or something to make it so that an application starts up when you boot into safe mode? Also, is there such a thing as a root user on a Mac like in Linux? Can I have someone log into the root user, create a password, make the safe mode change, then change the permissions so that someone without the password to the root user account could no longer change which apps would be allowed in safe mode? Basically, I want to allow an app to start up in safe mode, then not be able to change that unless one of my friends (not me) has a password or something. I have an M2 chip and am running Sonoma. Thank you!!
