M1 Mac forgotten password

I’ve gone through going into recovery mode and terminal to do the “reset password,” once I get to the page that says forgot password, the next page that appears says “there are no users on this volume to recover.” I haven’t been able to find any workarounds on it or just not long in the right place. Does anyone else have any idea what I could do to resolve this issue? Thanks
