Is page zoom in Safari supposed to make text bigger?

I swear after upgrading to 15.2 all of my text in Safari is now smaller. Page zoom doesn't actually increase text size where I swear it used to. Now the best option I can find is make text never small than a certain font size but nothing looks proportional on certain websites like ESPN now. Someone confirm I'm not crazy on this.
