    How to turn off VoiceOver for the accessibility menu?

    I have a MacOS Monterey, and when I go to Settings -> Accessibility -> VoiceOver, the option for VoiceOver is switched off. But sometimes when I open my MacBook, the voiceover automatically starts saying "Accessibility shortcuts" out loud. How do I disable this? Thank you! Edit: I've already chosen "Mute speech" under "Voiceover utility.
