Help with quick action "convert to pdf" in Finder

Hey so I'm trying to convert a group of jpgs into a single PDF using the finder quick action, and it works generally fine, but it seems to auto compress the file by a decent amount(roughly by about a 1/3). Is there a way to turn this off for the quick action? As far as I can see, the only option i have in settings is to enable the quick action or not in settings, not more specific options. I saw a recommendation to convert a group of jpgs to pdf using preview, selecting Print, then "Save to pdf". While that does seem to fix the compression, there is now a margin in the pages as if i was trying to print it. Any suggestions? I feel like I'm missing something obvious. (also I'm on Ventura 13.01 if that is relevant)
