Find My Mac / Location Problem

setting up a new Mac Mini M4. I am unable to get my location on the Mac itself. It didn't get the correct time zone for example. Location services are all on (toggled on/off many times). iCloud connected/disconnected. Find My and Find My Mac toggled on/off. Restarted many times. It looks like the Mac location is tied somehow to my location (which it can't locate - i have never turned on show my location on any device). It has to be something with iCloud somehow (IMO).
