Clean Up Feature Showing Network Error

Recently updated to Sequoia 15.2 and whenever I try to use the clean up function in the photos app, it comes up with following error: “Network required Clean Up cannot be downloaded without a network connection”. Have tried switching to multiple networks. Still comes with the same error. There is no issue with the internet, as i was able to complete the software update using the same network. If anyone has found a solution to this problem, please share.
