Why is Safari 18.2 included with the Sequoia 15.2 update but as a seperate update on Sonoma 14.7.2 update ?

It seems Safari is always provided as a separate update on the 2 previous supported macOS version, while the most recent has it included in its update. Is it because certain users/companies want to be able to keep using the older Safari version ? 🤔
