Safari continually triggers private browsing lock

Opened a new private browsing window, but it immediately goes to the "Private Browsing is locked" screen, "Touch ID or enter the password for user..." to unlock. And as soon as I unlock, it locks again. Any ideas what could be triggering the lock? I don't want to disable it entirely.
