Now Playing (Video viewer) or alternative

I’m trying to formulate a fast workflow for viewing youtube videos thru Safari whilst another window is active (think note taking). I need a way to rewind (and fast forward) videos using the keyboard, without using the mouse/trackpad. The Now Playing feature provide rewind/forward, but only in the window. Rewind and forward media keys don’t do anything with the video viewer, whereas play/pause works fine. The stock picture-in-picture (PiP) also doesn’t have rewind/forward overlay buttons, which is another problem entirely (Vidimote seems to fix that though). I’ve looked around for options, but a lot of them are old, clunky, kludgy and don’t work. This must be a common ask for students and power-users. Looking for suggestions.
