macOS Restores Minimized Windows

Hi there, as you can see in the attached video, I have two Safari windows open—one on my desktop and another that’s minimized. The settings app is in the foreground. When I tap the Safari window to bring it to the foreground, macOS automatically restores the minimized Safari window and makes it the frontmost window. Is there a setting to fix this behavior?
