Help with authentication for software installation

So this is a MacBook Pro in our organization environment. I have tried to research this but my queries have not given me any resolution. The user account is administrator, user will go to install software and need to enter credentials to install. Enters user and password and the box disappears and re-appears. It doesn’t shake like an incorrect password was entered but this box will continue to re-appear. Any ideas?? We have an mdm but that shouldn’t be the issue, user is still admin.
