2019 MacBook Pro - Recovery Startups & Boot Drive Not Working

Hey everyone, watched a dozen YouTube videos and all the suggestions for recovering macOS is not working. When I try internet recovery I get “recovery server could not be contacted. - both with wifi and Ethernet cord connections. When I try to boot from drive is says system can’t start from boot drive. When I try and change the settings in utilities to allow boot drive start ups I get a message saying there is no administrator. Don’t know how I pulled this one off but would greatly appreciate any advice for getting this thing working again. Thank you for any time and effort invested in this in advance!
