Indiapost did not Deliver my Driving Licence, Marked it as delivered.

The postman called me earlier today, saying he was new and didn’t know my address. He told me he was about 2km away from my home and asked me to come there to collect my driving licence. I told him that it’s far for me to come and offered to tell him the directions to reach my house. Midway through the call, he abruptly hung up. When I tried calling him back, I found out he had blocked my number. I then called him using my father’s phone. At first, he picked up but immediately canceled the call and blocked that number too. At night, received a message saying the package was “delivered.” But I did not got it. What should I do? Tried to complaint on Indiapost Website, while lodging the complain, the site is giving error.
