HOW are shops opened within residences? LDA/Awas VIkas

These days literally every house on a main road has a business (restos, tea joints, bakeries, even large retail stores) running in a shop. For anyone who knows, do they all convert the portion of property to commercial or is it all happening illegally and nobody gets any notices from LDA etc? Anyone who knows would like to know your inputs.
