Why does Swiggy gives out "Rolling papers?"

I have seen Rolling papers in Swiggy Insta-mart. Thats not the reason for this post, but by doing this Isn't it silently promoting narcotics? This is quite literally the same as Govt saying don't smoke but wouldn't put an end to it, as they could get the highest GST tax out of it? and Rolling papers from what I've seen is only given out by Insta-mart in Kochi, you don't get them in other districts (correct me if I'm wrong) And we all know why rolling papers are being sold and don't give the cheap answers as in "we can use it for Cigarettes no"??? I ask this as I've seen people in my own life destroying their lives by being an addict to this and it's not just them that's affected, they take every one down with them.
