Ghost house just behind durbar hall

Found this abandoned house just behind durbar hall ground. It really gives that ghost house vibe. I also observed that in its first floor a bulb keeps on flickering, ig you can see it in the second picture if you observe closely. Anyone out there who knows details or stories about this house, feel free to share.
