Applying for Passport from Current Address

My sister was applying for passport from her current rental address in Tamil Nadu where she has been staying for 2 years. Prior to that she was staying in permanent address in hometown in Kerala. When police came for verification, they mentioned why did we apply from this address as we only have been here for two years. We can only apply if we are here for 5 years. He said he will mostly reject the application and asked us to apply from hometown address. Likewise when we asked Kerala Police on applying from the permanent address, they said we should apply from current address only as we residing in Tamil Nadu. Can someone guide on what can be done here (Bribe not an issue as policeman rejected from taking)
