Changing property tax type from domestic to commercial

I need to find out how to convert a property from domestic/residential to commercial with Kochi Municipal Corporation. We need to do this by March in order to avoid a fine but we have been sent around in circles for months by various people to no avail. Has anyone done this before? Please help by sharing what the process was!
