Are Lottery Shops being used for illegal activity

Today evening as i was walking towards Maharaja 's College Ground Metro Station i noticed a sizeable crowd in a lottery stall run by a Bengali opposite Shenoys Theatre. A small crowd had gathered around the stall and i noticed the stall keeper doing something under the display board of lottery tickets. In that context, Under the garb of a lottery stalls run by Bengali migrants are we seeing duplicate gutka being in such stalls.
