Recurring Wall damage

Has anyone faced this widespread wall damage before? It happens everywhere in our home, both exterior and interior—no wall is spared. We replastered 5 years ago, but the issue has returned. Some say it’s due to MSand, others say it’s the paint. Interestingly, the damage is only on the lower half of the walls; the upper half remains fine. Any thoughts on the cause and possible solutions? Should we replaster again or go for wall tiles? Suggestions appreciated!
