How to report dogs to mahanagarpalika?

Meri gali me 20+ kutte ho gye hai I have dog phobia i m not able to get out of home safely. All of them are little too much for me now they see 3-4 dogs are healthy for gali but 20+ is too much I m not a lover of dog neither hater they should co exists but I need to get rid of them. Do kanpur mahanagarpalika helps? How to report them ?
