Job scam or not?

Just came across few work from home job postings on LinkedIn and these are HR jobs kinda bulk hiring and in order to evaluate candidate seriousness there is a fee of ₹199 for a three day training program. The HR i am talking to is also readily responding to all my messages which seems pretty unusual behaviour in today’s job market. Please let me know what should i do.
