Shouldn't it be Sn1???

Basically 1°-X ke saath KOH/H2O Sn2 kyu show krta hai...i mean pps h2o to K+ and OH- ions ko solvate/surround karega na? as nucleophile ie oh- surrounded then Sn1 better hoga na?
