Why are we so inconsiderate???

As the question says, what makes us so so inconsiderate e.g. the bureaucrats and the government doesnt care about us, we dont care while spitting anywhere, we jump redlights and queues whenever possible, we litter and pollute without thinking of the nature and other living beings, many many more things to rant about! Dont tell me people like this exist everywhere, this mentality is part of people of Indian subcontinent! I want to know you point of view on this that why are we like this!
