A call for action against this.

As you can see, these Indane gas delivery boys have started carrying 5 gas cylinders instead of 4 (as they used to carry). My issue with this is that they haven't even tied the 5th cylinder to the vehicle or the cylinder mount, it's free to roll around and the way these guys drive is quite reckless. I am worried that this cylinder might roll over onto the road. Imagine you're driving behind an idiot like this and suddenly he drops a 30+kg (gross weight) metal cylinder full of explosive gas mere metres in front of your vehicle. Isn't this a major public safety risk? Who is going to take responsibility for this? The gas company, the dealership agency or will they pin the blame on that individual rider even though literally all of them are doing this?
