Guys I need help....

There were 2 guys driving a tempo and drove over a poor little pup that was not even 3 months old.. Without mercy they were laughing that there is no puppy under the truck.. They were smiling... a**holes They had no care of what happened They took their tempo and ran away... I do have a pic of there number plate.. if you do need it DM me ... Just tell me what do I do ?
