How are such ads allowed on YouTube?

With the increasing danger of AI, anybody can pick up any picture of anybody they want and make a kissing video or a cloth removal video(I don't know if that works) Does YouTube not have any filter for allowing ads? I have been seeing this ad for a month now also have reported it. It is really very dangerous especially for women.
