Has Windows 10 gotten slow and demanding on older hardware with updates?

So, if you’re old enough like me and remember upgrading to the very first stable build of Windows 10 back in 2015 from Windows 7/8, then you may remember it being very fast and snappy even on low-end systems with Hard Disk Drives. But, fast forward to 2019-2020 till date Windows 10 is unusable on systems with HDDs and requires SSDs. Does anyone agree with me?
