What is wrong with a Two Language policy ?

I don't understand the rationale behind the Three Language Policy, which inconveniences everyone and seems flawed. Why not implement a Two Language Policy, where every Indian learns their mother tongue and English? I know many people are not familiar with English, but the same applies to Hindi.

If the Government of India is willing to make every Indian learn Hindi, why not do the same for English? English offers far more benefits to the nation. Learning English increases job opportunities and is practically a universal language, whereas Hindi does not offer the same advantages.

With the advent of the internet, the government could gradually educate at least the next generation of Indians in English. Within 20 years, we could have a youth population proficient in English, boosting the Indian economy while also providing a common language.

P.S.: Please don't bring up the argument that English is foreign. For Tamils, both Hindi and English are foreign; the latter, however, provides significantly more benefits.
