SDE Roles

Do on campus companies allow non-circuital branches to sit for SDE roles if one has a decent CGPA (Above 8.5) ? If yes, then what percentage or fraction of the companies allow them ? Also some general fundae about how to start in this field along with some recommended resources would be appreciated.
