Plots for investment

One of my family friends suggested to see for some open land plots in Hyderabad. Preferred size - 900 to 1100 sq ft, which is 100 to 125 sq yards. Near ORR, where after 7-8 years I can build a house and get decent rentals. Budget is: 15-25 lakhs. Is my budget too low? Which areas I can look for. What are the approvals that I should see before investing. Sorry for being dumb:( TIA beautiful people of Hyderabad.
