How f*cked up these government offices are.

So basically I need a gap certificate for scholarship and I have been running around these offices from 10 days just to get his signature and today all the limits are crossed, I've been waiting at this tahasildar Bowenpally office literally from 2 hours and there's no response from anyone everything I can listen is "just wait for sometime he'll come and sign the papers". how much time should I wait and for how many days should I wait just for a signature. I'm literally pissed off at this system and I don't know what should I do.
