Ashoka Chakra = Hindu DharmaChakra ?

I always asked why India flag depicted a Buddhist symbol. But recently someone tell me that Ashoka Chakra is DharmaChakra, it's not a Buddhist symbol only but it's a commun dharmic symbol use by Hindus, Buddhists and Jain. So how it's true ?
