What gets logged in our karma log book: Bad/ ill thoughts or bad actions

Hey everyone, as a Sanatani mostly all of us are told that god has a Karma log book for each one of us on this planet. My question is: Do bad/ ill thoughts also get logged in it or just karma? I would like to explain with an example: Suppose a guy, thinks of something ill but brushes off the thought knowing it is bad. Will this thought also get logged in our logbook or if a person executes that ill thought then only its going to be recorded? Please clear this doubt.
