To give or not to give?

So I was at this grocery store and there was this teenage girl with a kid in her arms sitting outside. She asked me to buy her a packet of milk. The shopkeeper told me not to do that because she just sits there whole day but I felt that since she isn't asking for money, some milk will be definitely good option. I got her one but when I was handing it over to her she said that she wanted the full cream one? I laughed it off but later it got me thinking that maybe she is selling those milk packets for maybe a cheaper price and not feeding the baby. And what's up with the babies? They never seem to cry although it was significantly cold outside. What is your take on this? Cities like Indore have come up with anti begging laws. Should this be the way forward for us too? I personally don't support any such laws.
