Right to bike

I came across this article which tells how nowadays Bikers having really expensive and capable bikes are sceptical of taking them out due to unjust rules and fines. Also, as most of the expressways don't allow bikes, how can one enjoy long roadtrips and touring in India? What are your opinions and isn't it unfair given that bikers also pay so much tax keeping a bike. I am planning to get a bike for long trips but this makes me think how am I gonna have it when I am not allowed to take expressways?
