Dos and Don'ts of renting out in Ublock gurgaon?

I have got a job in cyber hub starting next month. Ublock is the only place that is in my budget and also at at a walking distance. I have heard a lot of bad things about ublock like electricity and water cuts. Can someone tell me if there are places that provide 24/7 water and electricity in Ublock? Please suggest some houses in Ublock which provides that. Also what is pink town in Ublock? Also if there are others places that I should look into. The only condition that the travel cost to cyberhub should be very less.
