Help !!!!

I don't know if it's even the proper page to post Anyways, So I am a student studying in a government college. I filled a scholarship a year ago (14 months ago) and still haven't received it yet. My sister (who filled the same scholarship as me, she's in private clg ) received it within 3 months, and friends in my college also received it afterward. I tried calling the helpline number on Digital Gujarat, but they kept me waiting for 15 minutes, and the call ended. I also talked with my college faculty, but they said things aren't in their hands. What should I do? Whom should I contact? Any help would be greatly appreciated
