How much does an architect charge for impact fee process (less than 100 sq m)

I wanted to know what would be the cost of impact fee process other than the actual impact fee. My impact fee is about 7k but the total quote by and architect was 35k. Out of this 15 k is his fees and 5k is listed as other costs in the quote. Is this justified?
