Someone pointed a green laser into my eye near Calangute

Yesterday we were sitting at a beach in the night and someone pointed the green laser straight into my right eye. I wasn't sure if it was a small man or a teenager, they were part of a family of 3. They didn't do anything just walked away like nothing happened. This can be highly dangerous. Why are these things not banned? And who are these losers who are buying these toys for their kids. This is the last time I am visiting Goa. I will never visit Goa again. No wonder the tourists are continuously declining. It's otherwise a really nice place which is consistently made worse by these kind of nuisance and sheer stupidity of people. Does anyone know any good eye specialist or hospital where I can get it checked near Calangute?
