I saw something that ruined my time in Goa

Me and my friend, we both both went to Miramar beach on 1st night. We were a bit drunk and wanted to chill in the beach. While we sat and we're smoking I saw a guy, fully drunk walking towards the bushes, i ignored him thinking he's going in to piss. After sometime I noticed that he wasn't really peeing but he wZ masturbating, it was very dark and I am 100% sure of what he was doing. He was holding a phone in his and the other hand was below his waist. Me and my stared at him because we wanted to know what he was upto. He saw us and stopped doing what he was doing and stared back at us. We thought of confronting him because there were women around but we ourselves were a bit drunk and got scared. We went and told the tourist police but they literally ignored us. We did think of confronting him but we're scared because, for all we know he might have a weapon too and we heard bad things happen in Goa.
